URGENT ACTION: Tell Vancouver city council "NO IHRA definition of antisemitism!"

Fill out the form below to send an email to all Vancouver city councilors and mayor asking them to vote against the IHRA. The motion was rejected in 2019, and is now in front of the city council on November 15th.

Independent Jewish Voices, the Palestinian Youth Movement, Canadians for Justice and Peace in the Middle East, the Canadian Arab Institute, BC Civil Liberties Association, Canadian Association of University Teachers, and several other organizations oppose the IHRA re-definition of antisemitism because it intentionally conflates antisemitism with criticism of Israel and Zionism, and support for Palestinian rights. The adoption of the IHRA definition poses a threat to academic freedom, freedom of expression and the right to protest Israel’s violations of international law.

If you are Palestinian, Jewish and/or a resident of Vancouver, we encourage you to mention that in your letter.

Vancouver city council and Mayor,

I join together with Independent Jewish Voices, the Palestinian Youth Movement, the Union of BC Indian Chiefs, the UN Special Rapporteur on Racism, BC Civil Liberties Association, the Canadian Association of University Teachers and more than 650 Jewish faculty across Canada as well as many other organizations in rejecting the IHRA definition of antisemitism.
 
Antisemitism is a real threat to Jews. It must be fought like all forms of racism, but the IHRA is not the right approach. The IHRA's primary aim is to prevent criticism of Israel policies and practices that violate universal human rights standards and international law.
 
If adopted, speaking in support of Amnesty International and Human Rights Watch's description of Israel as an apartheid state would label a person as antisemitic.  This assault on free speech is unacceptable and silences the voices of Palestinians and their supporters (many of whom are Jewish).
 
We therefore urge you to reject the IHRA motion. Instead, we ask you to proceed with an anti-racism task force as promised in the ABC campaign, and to include antisemitism with other forms of racism. We must work together to combat all forms of racism and discrimination in this city.

ACTION URGENTE : Dites au ministre Hussen qu’on ne peut pas combattre le racisme par le racisme

Le ministre canadien de la Diversité et de l’Inclusion, Ahmed Hussen, a récemment laissé entendre que le gouvernement pourrait bientôt exiger que les bénéficiaires de subventions fédérales adhèrent à la définition de l’antisémitisme mise de l’avant par l’Alliance internationale pour la mémoire de l’Holocauste (IHRA), laquelle est hautement problématique et constitue une importante source de discorde.

Comme le détaillent les récents rapports Unveiling the Chilly Climate: The Suppression of Speech on Palestine in Canada et Anti-Palestinian Racism: Naming Framing and Manifestations, depuis sa création, la définition de l’IHRA a davantage contribué à renforcer le racisme qu’à le combattre.

Servant à la fois de bouclier pour mettre Israël à l’abri des critiques et d’arme offensive pour réduire les critiques d’Israël au silence, la définition de l’IHRA met justement en danger les efforts antiracistes dont le ministère du Patrimoine canadien a le mandat de promouvoir.

Si cette mesure est adoptée, il s’agirait de la plus importante application de la définition de l’IHRA au Canada à ce jour ainsi que d’une attaque flagrante contre les communautés palestinienne, arabe et musulmane dans ce pays, sans parler des droits de tous·tes les Canadien·nes à s’exprimer en faveur du respect des droits de la personne et contre le racisme.

Nous vous prions d’envoyer dès maintenant une lettre au ministre Hussein pour lui signifier qu’on ne peut pas combattre le racisme par le racisme.

NON à l’obligation pour les bénéficiaires de subvention d’adopter la définition de l’IHRA!

La définition de l’IHRA doit être RETIRÉE de la Stratégie canadienne de lutte contre le racisme!

Je vous écris aujourd’hui pour vous faire part de ma profonde inquiétude quant au fait qu’un nouveau formulaire d’attestation pourrait obliger les organismes sollicitant le soutien financier du ministère du Patrimoine canadien à adhérer à la définition controversée de l’antisémitisme mise de l’avant par l’IHRA, laquelle amalgame les critiques légitimes des politiques du gouvernement israélien avec l’antisémitisme. Les indications selon lesquelles cette définition pourrait être utilisée par les agents du gouvernement pour évaluer les demandes de subvention sont tout aussi préoccupantes.

Des rapports récents ont démontré que la définition de l’IHRA a eu un effet dissuasif sur les Canadiens et les Canadiennes qui expriment des critiques à l’égard du racisme d’État en Israël (voir : www.ijvcanada.org/unveilingthechillyclimate/) et que cette définition a elle-même donné lieu à un grand nombre d’incidents de racisme anti-palestinien et anti-arabe (voir le rapport : www.canarablaw.org). Il serait donc fort inapproprié et contradictoire, pour un organisme gouvernemental dont le rôle et de promouvoir la diversité, l’inclusion et la lutte contre le racisme, d’employer une telle définition ou d’exiger son adoption.

De plus, de telles mesures entraveraient la capacité des Canadiens et des Canadiennes à participer au débat démocratique légitime et à critiquer les politiques de l’État d’Israël. Par exemple, des rapports bien documentés produits par Amnesty International et Human Rights Watch, qui accusent Israël de pratiquer le crime international d’apartheid, ont pu être interprétés comme antisémites en vertu de la définition de l’IHRA (voir : www.togetheragainstapatheid.org).

Il existe d’ores et déjà une large base d’opposition à l’IHRA au Canada, dont font partie le Jewish Faculty Network, l’Association canadienne des professeures et professeurs d’université, le Congrès du travail du Canada et plus de 40 associations de professeur·es et syndicats universitaires canadiens.
 
Je demande au ministère du Patrimoine canadien de retirer la définition de l’IHRA de la nouvelle Stratégie canadienne de lutte contre le racisme et de confirmer qu’aucun formulaire d’attestation ni aucun processus de vérification contenant cette définition ne seront approuvés.

URGENT ACTION: Tell Minister Hussen you can’t fight racism with racism

Canadian Minister of Diversity and Inclusion, Ahmed Hussen, recently implied that the government may soon be requiring grant recipients to support the dangerous and divisive International Holocaust Remembrance Alliance (IHRA) Working Definition of Antisemitism.

As detailed in recently released reports–Unveiling the Chilly Climate: The Suppression of Speech on Palestine in Canada and Anti-Palestinian Racism: Naming Framing and Manifestations–the IHRA definition has a terrible track record of reinforcing, rather than fighting, racism.

Both a shield to defend Israel from criticism and a weapon to silence Israel’s critics, the IHRA definition threatens the very anti-racism work that Canadian Heritage is mandated to promote.

If the measure is implemented, it would signal the most significant application of the IHRA definition in Canada to date and constitute an egregious assault on Palestinian, Arab and Muslim communities, not to mention the rights of all Canadians to speak out in defence of human rights and against racism.

Send a letter to Minister Hussen now telling him you can’t fight racism with racism.

I’m writing to express my deep concern that a new attestation form may force organizations seeking funding from Canadian Heritage to support the divisive IHRA working definition of antisemitism, which conflates legitimate criticism of Israeli government policy with antisemitism. Indications that it may be used by government staff to vet grant applications are equally troubling.

Recent reports have demonstrated that the IHRA definition has already had a documented chilling effect on Canadians who express criticism of Israeli state racism (see: www.ijvcanada.org/unveilingthechillyclimate/) and it has itself led to widespread accounts of Anti-Palestinian and Anti-Arab Racism (see report: www.canarablaw.org). It would therefore be highly inappropriate and contradictory for a government body mandated to promote diversity, inclusion and antiracism to employ or require adherence to such a definition.

Such measures would furthermore inhibit the ability of Canadians to engage in legitimate democratic debate and criticism of Israeli state policy. For instance, well-documented reports by Amnesty International and Human Rights Watch, accusing Israel of practicing the international crime of apartheid, have been interpreted as violating the IHRA definition (see: www.togetheragainstapatheid.org).

There is already a broad base of opposition to IHRA, which includes the Progressive Israel Network, the Jewish Faculty Network, the Canadian Association of University Teachers, the Canadian Labour Congress, and over 40 Canadian faculty associations and academic unions.

I ask that Canadian Heritage drop the IHRA definition from Canada’s revised Anti-Racism Strategy and confirm that no attestation form nor vetting process will be mandated that includes it.
